James Hill - Founding Partner and Director
James Hill has more than twenty-five years of experience leading large and complex
programs to help public sector agencies and other organizations change in response to
compelling events. He helps them build capacity. His areas of expertise are
Organization Design and Information Technology. These interact in successful change
programs. Among those he as assisted in the design and implementation of new
organization and technology are the state governments of Connecticut, Indiana, and
Ohio, the city governments of Atlanta, Georgia, Indianapolis / Marion County, Indiana,
and Toledo, Ohio as well as All State Insurance Company, Cleveland Clinic, Ford
Motor Company, and Motorola. Typically, his involvement in change programs spans
years and includes the management of significant financial budgets.
Since 2002, James has been especially focused on how state and local governments
operate. Accordingly, he has worked up and down as well as across functional domains
to facilitate action and learning on the parts of their executives, managers, planners, and
knowledge-workers and the preparation of successful master program plans,
communicating them to stake holders, and helping to create acceptance.. Dr. Hill often
assists in the preparation of public value analysis reviews, especially on the benefits side,
and capital expenditure proposals.

Rand Lennox - Partner and Director of Engineering Services
Rand has worked for over 20 years in the software industry providing management
and solutions delivery expertise to global enterprises. He has led several large-scale
application development initiatives, including developing the architecture for an
integrated global CRM system for a Fortune 10 company. He has served as Vice
President of Consumer e-Commerce Application Development for a large national
bank and has managed application development and deployment projects for several
clients.

Jim Thie - President
Jim Thie has worked in the technology field for almost 30 years. Prior to joining Entara
as President, Mr. Thie was Vice President and Global Chief Information Officer for
Habitat for Humanity International – a top 10 international non-profit with $1.1 billion
in revenue. Before joining Habitat, Mr. Thie was Vice President and Chief Information
Officer for Ultimate Software – a top provider in mid-market payroll. Mr. Thie also
held positions at Encore Development, an e-business and systems integration company,
and CA, Inc., an international advanced technology company. Finally, Mr. Thie was a
senior executive at one of the nation’s leading financial institutions. In this capacity he
served as Senior Vice President and Chief Operating Officer of the brokerage business.
He has extensive operations and information systems management background and is
experienced in strategic planning and implementation. Mr. Thie has a broad knowledge
of information systems, operations, and call center management.

Karen Barrera - Principal
Karen has worked in the IT industry for 30 years focusing the last 20 years in the
management of application development, its supporting methodologies and
processes. Her extensive background in managing large and small development
teams using varied development tools and computing platforms, demonstrates her
ability to easily transition her management knowledge to whatever technology is
needed to get the job done. To maintain abreast of current practices and techniques
in project management, Karen is a member of the Project Management Institute and
currently pursuing her Project Management Professional (PMP) certification.

Patrick has 29 years of experience in information technology, project
management, business analysis, and consulting. He has worked in start-up
company environments as well as large corporations.

Bill Cottun, PMP - Project Manager
Bill Cottun has worked in the IT industry for over 30 years and for the last 15 years
specialized in project management, systems implementation, applications
development and client relationship management. His extensive background in
project management and process change management, at the local and state
government levels, have given him considerable insight as to how to manage
successful information technology projects. Among Bill’s other accomplishments,
he served on the Indianapolis Mapping and Graphic Information Systems Board of
Directors representing the Indianapolis Department of Metropolitan Development,
Planning Division. Bill managed the first server-based GIS project for Indianapolis
using ESRI ArcInfo and ArcView.
Bill has developed strong competencies and skills in technology consulting and
integration, project management and client relationship management which enable
him to quickly work smoothly across various government departments. Bill is a
member of the Project Management Institute, and holds the Project Management
Professional (PMP) certification.

Annette Page - Senior Manager
Annette Page has 29 years of experience in state government operations, program management and business management. She worked for the Indiana Bureau of Motor Vehicles (BMV) for approximately 26 years and served in several different capacities. Annette’s primary duties with the BMV were to work with the Governor’s office, state agencies, courts, clerks, prosecutors, judges and law enforcement agencies as it related to motor vehicle traffic laws. Working for the BMV, Annette developed extensive knowledge in customer service, managing employees, working as a project manager, preparing long and short term goals and preparing annual budgets for a state division comprised of 108 employees.
In 2006, Ms. Page joined Entara and is currently assigned as Project Manager for the Indiana Supreme Court, Division of State Court Administration, Judicial Technology and Automation Committee’s Electronic Citation and Warning System (eCWS) initiative. Under Annette’s management and direction, the eCWS has been deployed to the Indiana State Police as well as approximately 65 other local law enforcement agencies. To date, Indiana has approximately 3,000 law enforcement officers using the eCWS.
